Report of Altercation Leads to Discovery of Children Living in Residence Full of Garbage

PUNXSUTAWNEY BOROUGH, Pa. (EYT) – A report of a physical altercation in Punxsutawney led police to the discovery that several children were living in a residence strewn with garbage and dirt.

Court documents indicate the Punxsutawney Borough Police Department filed criminal charges against 28-year-old Zackery Reinard and 28-year-old KC Reinard, both of Punxsutawney.

According to a criminal complaint, around 10:52 p.m. on May 5, 2020, Punxsutawney Borough Police were dispatched to a residence on Sycamore Street for a report of a domestic incident.

At the scene police spoke to KC Reinard, whom the complaint notes was crying and had an ice pack on the right side of her forehead.

According to the complaint, when asked what had occurred, KC Reinard said her husband, Zackery Reinard, had thrown a cell phone at her, which struck her in the head, during an argument.

EMS were then called to the residence to take Reinard for evaluation of the laceration discovered above her right eyebrow.

Police then went downstairs to speak to Zackery Reinard.

According to the complaint, when asked what had occurred, Zackery Reinard said he “snapped” and threw his phone at KC Reinard “out of frustration.” He also allegedly told police he put his hands around her throat and pressed his thumbs into the front of her throat, and admitted that two of his children had witnessed the incident.

The complaint notes that police noticed a “foul, rotting, garbage-type scent” coming from inside the residence, and investigated. They allegedly found garbage and dirt everywhere throughout the residence, as well as piles of dirty clothing stacked up at the entrance of the residence.

Police then contacted Children and Youth Services (CYS) to do a follow-up due to the conditions the children were living in.

The following charges were filed against Zackery Reinard through Magisterial District Judge Jacqueline J. Mizerock’s office on December 31, 2020:

– Endangering Welfare of Children – Parent/Guardian/Other Commits Offense, Misdemeanor 1
– Disorder Conduct Hazardous/Physical Offense, Misdemeanor 3

The following charge was filed against KC Reinard through Magisterial District Judge Jacqueline J. Mizerock’s office on December 31, 2020:

– Endangering Welfare of Children – Parent/Guardian/Other Commits Offense, Misdemeanor 1

Preliminary hearings are scheduled for 11:30 a.m. on February 9, with Judge Mizerock presiding.
