Venango County Man Jailed for Allegedly Hitting Woman, Pushing Her Down Stairs

OIL CITY, Pa. (EYT) – An Oil City man is behind bars after he allegedly struck a woman and pushed her down a set of stairs.

Court documents indicate the Oil City Police Department filed criminal charges against 36-year-old Jeffrey Stephen Hibbard on June 23.

According to a criminal complaint, around 7:04 p.m. on Wednesday, June 23, a female victim and a known woman went to the Oil City Police department to report a domestic incident that had occurred on the night of Tuesday, June 22.

The officers observed obvious bruising on the victim’s arm, fingers, and back, the complaint notes.

According to the complaint, the victim reported that she was arguing with Jeffrey Hibbard when he struck her in the arm, causing the bruising. She stated that he then pushed her down the stairs, causing her to hit her head. She reported that she laid at the bottom of the stairs for a few minutes before going to the couch, where she fell asleep. She then woke up the next day and called the known woman.

The known woman told police that she went to the residence to pick up the victim, and while she was there, Hibbard came outside and began yelling about the victim and brought a book over, saying it was a Bible, and she needed to swear on it. The woman reported that during that time, Hibbard also threatened physical harm to her and to her significant other.

While the women were at the police station, EMS personnel were dispatched due to the extent of the victim’s injuries. She was then transported by ambulance to UPMC Northwest.

Hibbard was arraigned in front of Magisterial District Judge Andrew F. Fish at 10:00 p.m. on June 23 on the following charges:

– Terroristic Threats With Intent To Terrorize Another, Misdemeanor 1 (two counts)
– Simple Assault, Misdemeanor 2

Unable to post $25,000.00 monetary bail, he was lodged in the Venango County Jail.

A preliminary hearing is scheduled for 3:00 p.m. on June 30 in Venango County Central Court with Judge Fish presiding.
