According to a criminal complaint, Officer Waclav, of the Southern Clarion County Regional Police Department, was dispatched on Monday, April 15, 2024, around 2:06 p.m., to a residence in Rimerburg Borough for a possible rape/sexual assault.

Clarion County 9-1-1 dispatch notified Officer Waclav that the suspect had fled the scene and was heading toward Sligo Borough, the complaint notes.

During an interview at the Rimersburg Borough residence, Officer Waclav gathered information regarding the alleged assault committed by Brandon Walters,  the complaint states.

According to the complaint, Walters allegedly walked down from Erie, Pa., and had been staying at the Rimersburg Borough residence and was kicked out.

During the interview, Officer Waclav learned Walters awakened the victim on the morning of April 15, 2024, and sexually assaulted her. The victim indicated that Walters held her throat in a chokehold, the complaint continues.

According to the complaint, Clarion State Police had detained Walters in Sligo Borough; he was read his rights, placed in custody, and taken to the New Bethlehem Borough Police Station. Officer Waclav interviewed Walters who indicated that he had met (the victim) on Facebook about a month ago. When he was asked why he was kicked out of the victim’s residence, Walters indicated it was because of the allegations, so he left the scene.

Officer Waclav added that Walters became very nervous, shaking his leg up and down aggressively, and became very emotional and cried, the complaint states.

When Officer Kelly arrived at the station for duty at 4:00 p.m., he interviewed Walters.

Both officers had a difficult time coherently understanding anything Walters was stating. Officer Kelly then asked Walters if he was on any drugs, and Walters said “No” and began to cry and shake again. During the interview, both officers asked Walters to come clean about the incident, and Walters denied all the allegations against him, according to the complaint.

The interview concluded, and Officer Kelly went to the Clarion Hospital for a statement from the victim.

According to the complaint, Walters is currently on State Parole. State Parole was contacted and a detainer was issued for Walters.
